Action Plan for Promoting the Low-Carbon Kinmen Island - Establishment and Evaluating Implementation

Under Low Carbon and Sustainable Homeland national policy, Environmental Protection Administration (EPA) committed the “Kinmen Low Carbon Island Planning” related projects (since 2010) to Industrial Technology Research Institute (ITRI). Base on the outcomes of the former projects, this project helped EPA to evaluate and monitor the performance of the Kinmen Low Carbon Program’s implementation, implemented the low carbon and sustainable action items, helped communities and townships to participate the certification and ranking system for Low Carbon and Sustainable Homeland and promoted low carbon and sustainable life and the advocate of the strengthened construction of low carbon Kinmen Island. This project accomplished the following results: 1. This project provided technical and administrative support to Kinmen County for carrying out “Kinmen Low Carbon Construction Program”, and conduct GHG inventory and cost/benefit analysis to study feasible alternatives, and held quarterly meetings as a communicating platform among Central Ministries and Kinmen County Government. This project also invited experts to visit Kinmen and comment on Low Carbon constructions. 2. By considering technical feasibility, financial feasibility and reproductivity, this project implemented 5 action items, including promotion of environmental friendly hotels/hostels, energy diagnosis for major electricity consumers, training voluntary guides for low carbon community tours, and energy efficiency improvement for village offices and temples. The content and outcome of the action items were registered in “Low Carbon Sustainable Information System” for the display of effort on Low Carbon and Sustainable Homeland in Kinmen. 3. For the display of the image of the low carbon island, this project visited and analyzed foreign experiences and cooperation alternatives. In addition, this project published promotion documents and held promotion activities and training courses to build up and internalize the soft power of the low carbon island.
